【摘要】:Thisguideisintendedforusebythoseundertakingthedevelopmentoffirehazardassessmentstandardsforelectrotechnicalproducts.Suchstandardsareexpectedtobeusefultomanufacturers,architects,specificationwriters,andauthoritieshavingjurisdiction.Asaguide,thisdocumentprovidesinformationonanapproachtothedevelopmentofafirehazardassessmentstandard;fixedproceduresarenotestablished.Anylimitationsintheavailabilityofdata,ofappropriatetestprocedures,ofadequatefiremodels,orintheadvancementofscientificknowledgewillplacesignificantconstraintsupontheprocedurefortheassessmentoffirehazard.Thefocusofthisguideisonfireassessmentstandardsforelectrotechnicalproducts.However,insofarastheconceptsinthisguideareconsistentwiththoseofGuideE1546,thegeneralconceptspresentedalsomaybeapplicabletoprocesses,activities,occupancies,andbuildings.GuideE2061containsanexampleofhowtouseinformationonfire-test-responsecharacteristicsofelectrotechnicalproducts(electriccables)inafirehazardassessmentforaspecificoccupancy(railtransportationvehicle).Astandarddevelopedfollowingthisguideshouldnotattempttosetasafetythresholdorotherpass/failcriteria.Suchastandardshouldspecifyallstepsrequiredtodeterminefirehazardmeasuresforwhichsafetythresholdsorpass/failcriteriacanbemeaningfullysetbyauthoritieshavingjurisdiction.1.1Thisguideprovidesguidanceonthedevelopmentoffirehazardassessmentstandardsforelectrotechnicalproducts.Forthepurposesofthisguide,productsincludematerials,components,andend-useproducts.1.2Thisguideisdirectedtowarddevelopmentofstandardsthatwillprovideproceduresforassessingfirehazardsharmfultopeople,animals,orproperty.1.3Thisfirestandardcannotbeusedtoprovidequantitativemeasures.

【摘要】:Strontium-90isamajorcomponentofnuclearwasteandisalsoapotentialradioisotopeforuseasaweaponofmassdestructioninaradiologicaldispersaldevice.Itisabeta-emittingradioisotopewithmoderatehalf-life(~30years).Strontium-89isalsoabetaemittingradionuclide,butwithahalf-lifeofonly~50daysitisnotusuallypresentinsignificantquantities.Ifingestedtheradiostrontiummaydepositintheboneofanindividualandthuscancontributeasignificantradiologicaldosetoanaffectedperson.Followinganexplosioninwhichradioactivematerialwaspresent,thepotentialexistsforthematerialtobecomeairborne.Itwillquicklyattachtoatmosphericparticlesandbedepositedonsurfacesastheplumepasses.Thisguideprovidesarapidprocedurebywhichvegetationcanbescreenedtodetermineifradiostrontiumispresentandtoprovideaconservativeestimateofitsdepositiononvegetation.Thisguideisintendedtobeusedinafieldportablelab,orifneeded,canbeperformedcompletelyinthefield;thereforenohazardouschemicalsarerequiredtocompletetheanalysis.However,anoptionfortheuseofacidincertainstepsisdocumentedinthisguide.Thisguideisnotintendedtobeusedforscreeningfoodproductsoranimalfeedfollowinganaccidentorincident.1.1Thisguideprovidesarapidprocedurebywhichvegetationsamplesmaybescreenedforsurfacecontaminationofradioactivestrontium(89Srand90Sr,collectivelyreferredtoasradiostrontium)followinganairborneradioactivedispersalevent.Itprovidesaconservativeestimateofradiostrontiumdepositionthatcanbeusedbydecisionmakersforimmediateactionspriortoobtainingdefinitiveresultsfromafixedlaboratoryasset.1.2Insolubleformsofradiostrontium,suchasthestrontium(90Sr)titanate(SrTiO3)usedinradio-isotopethermal-electricgenerators(RTGs),willnotbemeasuredbythismethod.1.3Non-SIunitsareusedinthecalculationsofthisguideforeaseofuseduringtheemergencyphaseofanevent.Theinstrumentationusedtypicallyprovidescountratesincountsperminute(cpm)ratherthanpersecond(s-1,theSIunit),thusactivityisexpressedindpm(decaysperminute)ratherthanBq.Additionally,USEPAprotectiveguidelinesforsurfacecontaminationareexpressedindpm/100cm2.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
