【摘要】:ThisTechnicalReportprovidesguidanceonhowtocalculatecontinuityofsupplyindices.TheserecommendedindicesaremoreparticularlygivenforEuropeanbenchmarkingofdistributionnetworkperformance.Fortransmissionnetworkperformance,morerepresentativeindices2)maybeused.Itpresents–anoverviewofpracticesinEuropeonlongandshortinterruptions,–definitionofphysicalinterruptionsinaharmonizedway,–philosophyandcriteriaforrecommendingindices,–asuggestedcommonapproachtocontinuityindices.Thefactthatthenetworksindifferentpartsofanyparticularcountrywillbesubjecttodifferentconditions(e.g.weatherandcustomerdensity)meanthatitisnotviabletoapplycommonperformancestandardstoallnetworkswithinanyonecountryoranygroupofcountrieswithoutmakingthesetargetssoweakthatthereisagoodprospectofthembeingachievedinallareas.Thepresentsituationwherenationalregulatorssetperformancetargetswithintheirowncountriesiswidelyregardedasbeingthemosteffectivemechanismforachievingoptimalsocio-economicperformance.ForthesereasonsthisTechnicalReportdoesnotprovidecommontargetsforthenumberanddurationofinterruptionsthatshouldnotbeexceeded.ThisTechnicalReportisdesignedtobeafirststeptowardsbenchmarkingtheinterruptionperformanceofEuropeancountries.Rulesontheaggregationofinterruptions,inparticularshortinterruptions,havenotbeenconsideredinthisTechnicalReport,howeveritisrecognisedthatitmightbenecessarytodescribeaggregationrulesinasecondversionoftheTechnicalReport.
